According to a recent report from Hokkaido Shimbun, the Japanese government is looking to capitalise on the 2018 legislation, which opened the door for up to three casino hotels to operate within the country. Currently, only the MGM Osaka project has been approved, making it the latest attraction in Japan’s burgeoning gaming scene.
The November survey conducted revealed several prefectures, including Hokkaido, which initially delayed its application, are expressing interest in moving forward with bids.
Tokyo, as the capital city and one of the most populous metropolitan areas globally, is also contemplating its position within this corporate gaming jungle. The city was seen as the jackpot opportunity when the integrated resort process was kicked off in 2019, despite the setbacks caused by the pandemic.
Tokyo’s Potential Impact on Japan’s Casino Market
The greater Tokyo area boasts a staggering population of over 37 million, making it an extremely attractive location for any gaming venue. However, previous attempts to establish a casino in the city have been met with a lukewarm reception. With competing cities like Yokohama expressing disinterest in hosting a casino, Tokyo’s newfound interest could reignite intense bidding from global casino operators.
While some seemed to abandon their Japan bids due to perceived barriers, should Tokyo reaffirm its commitment to welcoming a casino resort, it may lead to a highly competitive scenario amongst major industry players. This is especially crucial considering long-term growth opportunities are sparse outside of markets like Las Vegas, Macau, and Singapore.
One of the driving factors for this renewed interest in Tokyo is that licensing in well-established markets such as Macau and Singapore is largely closed for new operators for the foreseeable future.

Despite not having the immense population that Tokyo boasts, Hokkaido Prefecture is home to approximately 5.1 million residents. This makes it comparable to many major US cities where casinos operate.
Previously, Hokkaido attracted several proposals from renowned gaming companies such as Hard Rock International, Mohegan Gaming and Entertainment, and Rush Street Japan. However, its path to becoming a host for an integrated resort isn’t guaranteed.
Environmental concerns are significant issues, particularly as past applications faced scrutiny over their potential impacts. The Hokkaido legislative faction of the ruling Liberal Democratic Party has yet to show unanimous support, raising questions about whether this time around, conditions may still prove burdensome.

As the government opens doors to new bids, the race among global operators is heating up, and the stakes have never been higher.
